Newfoundland’s Cottage Hospital System: 1920-1970

Abstract
Abstract. This article examines the origins, development, and evolution of the Newfoundland Cottage Hospital System (NCHS)—one of North America’s earliest efforts at publicly funded health care that involved the establishment of
small “cottage” hospitals staffed by salaried medical personnel. The NCHS is compared with the Highlands and Islands Medical Service and cottage hospitals of Scotland which the established historical accounts suggest were the principal models for the Newfoundland system. The importance of the Newfoundland experience for the development of Canada’s national hospital insurance program
is explained. The article concludes with an examination of the issue of salary remuneration within the NCHS.

Cet article s’intéresse aux origines, au développement et à l’évolution des hôpitaux de type « cottage » dans le système hospitalier de Terre-Neuve—la première initiative nord-américaine de services de santé dont les hôpitaux et le personnel médical étaient financés par des fonds publics. Ces hôpitaux sont comparés à ceux qui ont
existé dans les Hautes-Terre et les îles écossaises et qui auraient, selon les récits historiques, servi de modèles au système implanté à Terre-Neuve. L’importance de l’expérience
terre-neuvienne en ce qui a trait au développement du programme national canadien d’assurance hospitalisation est démontrée dans cet article qui conclut sur l’étude des problèmes de rémunération salariale au sein de ces hôpitaux.
